    ORDER OF THE BOARD
    (by J.
    C. Marlin):
    On November 22,
    1991 the Agency moved for leave to file its
    Recommendation instanter.
    The Agency’s motion is hereby granted.
    On November 25,
    1991,
    the Village filed a motion to withdraw
    its
    request
    for
    a
    hearing
    on
    its
    petition,
    and
    for
    expedited
    decision of this case by the Board.
    The Village asserts that,
    in
    light of the Agency’s Recommendation that variance be granted,
    a
    hearing in this matter “would unnecessarily utilize the Board and
    Agency resources”.
    (Motion, par.
    7).
    The Village further asserts
    that the Agency does not object to the grant of this motion.
    The Village’s motion to withdraw its hearing request is hereby
    granted.
    The
    Board
    further notes
    that
    no objections have been
    filed
    to
    the
    grant
    of
    variance,
    and that hearing has
    not been
    scheduled or noticed in this proceeding.
    In support of its motion for expedited decision, the Village
    asserts that:
    Construction of alternative water mains and
    a
    750,000
    gallon elevated water storage tank,
    and plans to extend
    Lake Zurich water mains to the new Lake Zurich Industrial
    Center, for which a construction permit has been granted,
    may not proceed while Lake Zurich’s water system remains
    on restricted status.
    These construction delays severely diminish Lake Zurich’s
    fire
    flow demand
    and negatively
    impact
    Lake Zurich’s
    development community.

    The Village accordingly requests that the Board rule on this matter
    “at its December 19,
    1991 regular meeting,
    or as soon thereafter
    as is practicable.

    The motion for expedited decision is granted.
    While the Board
    will attempt to reach a decision on December
    19
    in light of the
    asserted adverse effects on the Village’s fire fighting capability,
    as is the Board’s usual practice the motion is granted subject to
    the Board’s time and resource constraints.
