    ORDER OF THE BOARD (by J. Anderson):
    Because of the time constraints and unusual complexities
    involved in this identical in substance rulemaking, the Board on
    its own motion hereby directs that a copy of the draft final
    Order in this rulemaking be sent to the Illinois Environmental
    Protection Agency (Agency) for its review prior to Board adoption
    on November 19, 1992. The Board instructs its Senior Attorney to
    make “response time” arrangements with the Agency so as to assure
    that there is sufficient time for the Board to react to any
    Agency concerns in the final opinion and order prior to adoption.
