    ORDER OF THE BOARD (by J.C. Marlin):
    On June 12, 1992, the Agency filed a motion for extension of
    time in which to file its record in this matter. The Agency states
    that the record was due to be filed on June 14, but requests an
    extension through June 30, 1992, noting that petitioner has filed
    an open waiver of the Board’s decision deadline, and has agreed to
    this extension.
    The Board notes that this is the Agency’s second request for
    ~xtension; a previous two week extension was granted through June
    14 by Order of June 4, 1992. Because the Act requires the Board to
    consider the Agency record in making its decision, the Agency’s
    motion for extension of time through June 30, 1992 to allow filing
    of the Agency record is hereby granted. The Board will look with
    disfavor upon additional request for extension.
