    On September 30,
    1992,
    Reynolds Metal filed a status report
    pursuant to the Board’s order of March 11, 1992; the Agency concurs
    with this report.
    The Board
    accepted this matter
    for hearing
    on January
    23,
    1992,
    but delayed assigning
    a
    hearing
    officer.
    This delay
    is
    necessary because the petition could result
    in a revision to the
    State Implementation Plan (SIP).
    Before a revision to the SIP can
    be accepted, the USEPA must first revise the Federal Implementation
    Plan (FIP).
    Reynolds has petitioned USEPA for the revision to the
    FIP and is waiting for USEPA’s decision.
    In its most recent report, Reynolds states that:
    On
    June
    23,
    1992,
    the
    United
    States
    Environmental
    Protection Agency
    (“USEPA”)
    published a
    notice in the
    Federal Register
    staying the effectiveness
    of
    40
    CFR
    52.741(x) and
    (y)
    as they apply to Reynolds to allow the
    USEPA to reconsider the applicability of these rules to
    Reynolds.
    The notice stated that the USEPA is proceeding
    expeditiously with this reconsideration.
    The parties are directed to file an updated status report on
    or before February 1,
    1993.
