    ORDER OF THE BOARD
    (by J.
    C. Marlin):
This matter is before the Board on a March 12,
    1993, motion
for expedited hearing filed by the Village of Bellwood
    (Beliwood).
No response was filed by the Illinois Environmental
    Protection Agency.
In its motion, Beliwood states that the purpose of the
variance is to seek a construction permit for senior citizen
    housing.
    (Mot. at
    1.)
Bellwood also states that the contractor
is ready to begin roadway construction and without the
construction permit, construction of the roadway, water, and
    sewer lines will be delayed.
    Thus, delaying the entire project.
    (Hot.
    at 2.)
Additionally, Bellwood states that the village has
a great need for senior housing.
    (Not.
    at 2.)
The Board grants Bellwood’s request for an expedited hearing
consistent with available resources, time constraints, and case
    deadlines.
    IT IS SO ORDERED.
    I, Dorothy M. Gunn,
Clerk of the Illinois Pollution Control
Board, hereby certify that the above order was adopted on the
