    ORDER OF THE BOARD (by M. McFawn):
    This enforcement proceeding was commenced on May 2, 2000, by the filing of a four-
    count complaint by the People of the State of Illinois. The complaint alleges violations of
    several provisions of the Environmental Protection Act, 415 ILCS 5 (1998), and its
    implementing regulations by respondent’s activities at its facility in Moline, Illinois. The Board
    accepts this case for hearing.
    The Board directs that this matter proceed to hearing as expeditiously as practicable. In
    accordance with 35 Ill. Adm. Code 103.125(a), this matter must be set for hearing within 90
    days after the filing of the complaint unless the Board orders otherwise; however, the Board
    hereby authorizes the hearing officer, after appropriate consultation with the parties, to set a
    later hearing date if he determines that a later date is appropriate and that no undue delay or
    material prejudice in the resolution of this matter would result. In any event, it is the
    responsibility of the hearing officer to guide the parties toward prompt resolution or
    adjudication of this matter, by issuing any necessary and appropriate hearing officer orders.
