    ORDER OF THE BOARD
    (by C.
    A. Manning):
    This matter comes before the Board on Cabot Corporation’s
    October 21,
    1991,
    petition for review of permit conditions
    imposed by the Illinois Environmental Protection Agency.
    On
    September 17,
    1992, and again on January 21,
    1993,
    the Board
    granted the parties’ motion to stay the proceedings.
    The stay of
    proceedings was to last until August
    2,
    1993, at which time the
    parties were directed to file
    a status report.
    On August
    2,
    1993, the parties filed a joint status report and a request to
    continue stay.
    Cabot submitted a RCRA Part B Post-Closure Application for
    Agency review in August 1992.
    The Agency is currently conducting
    its technical review of the application and hopes to complete the
    review by September of 1993.
    Cabot asserts that the facility’s
    RCRA Part
    B Post-Closure Permit and the revised closure plan will
    replace the closure plan which is the subject of this appeal.
    Thereafter,
    Cabot anticipates that the parties will voluntarily
    dismiss this proceeding.
    The parties request that the Board
    continue the “stay in this matter until the IEPA finishes its
    technical review of Cabot’s Part B Post-Closure Permit
    Application and the revised closure plan for the vaporizer bottom
    treatment tank, and a RCRA Post-Closure Part B Permit is issued”.
    The motion for stay is granted.
    However, the Board does not
    favor indefinite stays.
    Accordingly, the stay will expire
    December
    1,
    1993, at which time the parties are directed to file
    a status report.
