    This matter
    conies before the Board upon filing by the City
    of Morris
    (Morris)
    on July 29,
    1993 of
    a motion for substitution
    of attorneys and a July
    30,
    1993 motion for extension of time to
    respond to the July
    2,
    1993 response of the Illinois
    Environmental Protection Agency (Agency)
    to Morris’ amended
    petition.
    Concerning the motion for substitution of attorneys, Norris
    seeks to substitute attorney Michael H. Massino for Frank J.
    Black,
    as Mr. Massino is the new city attorney.
    However, the
    Board notes that the last attorney of record
    in this proceeding
    is listed as Michael J.
    Maher,
    and that Mr. Maher has not
    withdrawn his appearance.
    The Board grants the substitution of
    Mr. Massino for Mr. Black.
    We now turn to the motion for extension of time.
    The Board
    grants the motion.
    Morris shall file its response to the
    Agency’s response to the petition no later than September 2,
    1993.
