    SUPPLEMENTAL OPINION OF THE BOARD
    (by J. Anderson):
    On September 23,
    1993, the Board adopted the Final Opinion
    and Order in R93-4.
    In that opinion, the Board considered draft
    comments submitted by USEPA.
    USEPA kindly submitted the draft
    comments in order to expedite adoption of R93—4.
    During the
    post—adoption comment period, USEPA submitted final comments
    which the Board interprets as substantively the same as the
    earlier submitted draft comments.
    The Board issues this
    Supplemental Opinion today to acknowledge the receipt of USEPA’s
    final comments.
    No substantive changes to the Final Opinion and
    Order in R93—4 arise from USEPA’s final comments and no change is
    intended by this order.
    The Board anticipates that it will file R93-4 the week of
    October 25,
    1993; the Board notes as of this date,
    the 30 day
    post—adoption comment period has not expired.
