    ORDER OF THE BOARD
    (by R.C. Flemal):
    This matter comes before the Board three motions.
    The first
    is a motion for continuance that was filed with the Board on May
    16,
    1994, the second is a motion for substitution of attorneys
    filed May 27,
    1994, and the third
    is a joint motion for dismissal
    also filed on May 27,
    1994.
    The motion for continuance was referred to the Board for
    decision by the hearing officer in this case.
    On May 19,
    1994
    the Board issued an order directing the parties to show cause why
    this matter should not be dismissed since there are no pending
    issues to be decided by the Board.
    The Board did not rule on the
    motion for continuance pending receipt of appropriate documents
    addressing the dismissal.
    On May 27,
    1994 the petitioner filed a stipulation for
    substitution of attorneys which the Board construes as motion for
    substitution of attorneys.
    The Board grants the motion for
    substitution of attorneys.
    As noted above,
    the parties have filed a joint motion to
    dismiss.
    The motion is granted and this matter is hereby
    dismissed and the docket closed.
    The Board denies the motion for
    continuance as moot.
