CONCURRING OPINION
 (by Chairman Dumelle):
I fully agree with the need
 for this variance.
 My reason
for concurring
 is that the four years granted
 (to April
 1,
 1984)
seem excessive.
The Petitioner states that “it will take four
 (4) years
to complete the inflow correction program.”
 (Pet, p.5).
No substantiation
 is given
 for the need
 for that length of
time.
 The solutions studied involve sanitary relief sewer
construction or footing
 tile disconnection with individual
sump pump installation.
 It would
 seem that two full years
would be an ample time to do whichever solution is chosen,
