    ORDER OF TEE BOARD (by Dr. Satchell):
    On February 13, 1980 the City of East Peoria filed a
    variance petition which is deficient in several respects.
    It
    fails
    to request or waive a hearing as required by Procedural
    Rule 401(b). It does not contain a clear and complete state-
    ment of the precise extent of the relief sought or identify
    the Board regulations from which the variance is sought as
    required by Procedural Rule 401(a) (1). Petitioner should note
    that modification of NPDES permit terms is generally within the
    Environmental Protection Agency~s competence. The petition may
    be deficient in other respects, including failure to include
    information required by Procedural Rule 401(a) (4), (7), (8) and
    ClO). Unless these deficiencies are corrected within forty—
    five days of the date of this Order, the petition
    will be sub-
    ject to dismissal.
