ORDER OF THE BOARD
 (by Dr. Satchell):
On January
 18,
 1980 GAF Corporation
 (GAF)
 filed a petition
for variance requesting relief from Section 12(f)
 of the Environ-
mental Protection Act
 (Act)
 which proscribes violation of terms
or conditions
 of NPDES permits.
 Since the Board does not favor
variances
 from the Act itself,
 the petition
 is dismissed.
 It
appears that GAF
 is requesting exemption from conditions of an
outstanding permit to allow non-conforming discharges during
maintenance operations.
 In such a case relief by way of a
supplemental permit application addressed to the Environmental
Prc’toction Agency may be more approPriate.
 In
 the event the
discharges could violate Board regulations,
 a variance may be
necessary from the Board rules.
