likely

render both

the permit appeal

and

this

proceeding

moot.

Quantum asks

that

the

stay of this

matter be

extended

through November

17,

1994

since the review period

for the NPDES

permit

modification request

is

days.

Having

received

no

response to the

motion from

the Agency, we hereby

grant the motion to

stay

until November

17,

1994.

Quantum

is directed

to

file an

additional

status report

on or

before November

17,

1994,

indicating

the status of any

on-going

negotiations.

If the

negotiations result

in

the Agency granting the NPDES

permit,

Quantum may instead

file a

motion

to

withdraw the petition for an

adjusted standard.
