    ORDER OF THE BOARD (by M. McFawn):
    This matter is before the Board on a motion to file the
    record instanter, filed by the Illinois Environmental Protection
    Agency (Agency) on October 5, 1994. Petitioner Amoco Oil Company
    (Amoco) filed its petition on August 26, 1994, and the Agency
    received notice of the petition on September 9, 1994. The Agency
    was required to file the record within 14 days of receiving
    notice of the petition, or by September 23, 1994. The Agency
    states that the delay was caused by the press of Agency business,
    and that it believes no prejudice will result from the delay.
    The motion to file instanter is granted.
