    ORDER OF THE BOARD
    (by C.A. Manning):
This matter is before the Board pursuant to an interim
status report filed by Reynolds Metal Company
    (Reynolds) on
    November 16,
    1994.
On September 15, 1994, we extended the stay
in this case until December 1,
    1994 while Reynolds awaits U.S.
EPA’s final promulgation of a site-specific control requirement
    for Reynold’s aluminum rolling operations.
    We asked petitioner
to file an updated status report addressing the U.S.EPA’s
progress, and if necessary a request for an extension of the
    stay.
In Reynolds’ most recent status report, the company states
that the proposed rule has been published in the
    Federal Register
by the USEPA and that the USEPA is currently finalizing this
    rule.
Reynolds also reports that USEPA has informed the company
that the final rule has been delayed at USEPA headquarters for
non—substantive reasons, but the rule appears to be on a course
    for adoption.
USEPA indicates the rule will be published as a
final rule in the near future, but an exact date is
    not known at
    this time.
Reynolds requests an extension of the stay beyond December
    1,
    1994.
    Reynolds’ motion is hereby granted.
    The stay in this
matter shall be extended until March 16,
    1995.
    Reynolds is
directed to file a status report on or before Thursday, March 9,
1995 indicating the status of the federal rule.
    If, however, the
rule is finally promulgated before March 9,
    1995, Reynolds is
requested to file the appropriate motion.
    IT IS SO ORDERED.
    I, Dorothy H.
Gunn, Clerk of the Illinois Pollution Control
Board, hereby certify that the above order was adopted on the
