CONCURRING OPINION BY (E. Dunham, R.C. Flemal and G.T. Girard):
The undersigned find that the grant of variance to Waste
Management is appropriate, but we would have granted intervenor
status to the City of Geneva because the City is so situated as
to be potentially adversely affected by a decision of the Board.
Our decision is based in part upon the fact that the City
boundary runs through a portion of the facility that is the
subject of the variance.
The undersigned, therefore, CONCUR.
