    ORDER OF THE BOARD

    On October 24,
    1994,
    Keystone Steel and Wire Company
    (Keystone)
    filed a “Motion for Modification”.
    Keystone requests
    modification of the Board’s March 17,
    1994 order which granted
    Keystone a RCRA delisting adjusted standard for its facility in
    Bartonville,
    Illinois.
    Keystone is requesting that the adjusted
    standard be extended to include an additional site at the
    facility.
    On November 2,
    1994,
    the Illinois Environmental
    Protection Agency filed a response to the motion stating that it
    has no objection to the granting of the motion.
    The Board recognize that this is an unusual circumstance in
    that this request is made well after the 35 day limit for
    reconsideration.
    However, the Board also recognizes that there
    are exigencies of time involved in this situation, where
    corrective action is already in progress.
    Rather than requiring
    the filing of an entirely new adjusted standard proceeding at
    this time, the Board will allow the petitioner to prove that this
    material is the same as that previously considered.
    The Board finds that additional information is needed before
    the Board can review Keystone’s request.
    Keystone shall provide
    additional information to the Board addressing the following
    issues:
    1.
    The similarities between the waste at the new site and
    the waste covered by the adjusted standard.
    2.
    The differences between the waste at the new site and
    the waste covered by the adjusted standard.
    3.
    The source of the waste and the similarities and
    differences between the source of the waste at the new
    site and the waste covered by the adjusted standard.
    4.
    The amenability of the waste from the new site to the
    treatment described in the adjusted standard.
    Keystone shall submit the additional information to the Board on
    or before November 21,
    1994.
    Keystone shall also serve a copy of
    the additional information on the Agency.
    Any
    response from the

    Agency shall be filed with the Board on or before November 28,
    1994.
