    ENVIRONMENTAL PROTECTION AGENCY.
    Preliminary Order:
    Rockford asks that its citizens be allowed to burn
    leaves
    this Fall despite the open burning regulations, alleging the present
    lack of landfill space ~o accommodate
    leaves.
    Ordinarily
    a hearing
    would be desirable
    to assure that interested citizens have
    a
    full opportunity to be heard,
    Because
    the
    hearing
    process
    would
    last until after
    the leaf-burning season,
    we shall hold the case
    for disposition without hearing on the basis of the Agency’s
    recommendation and upon whatever affidavits
    the City may present
    on any contested issues.
    Interested citizens are invited to
    present
    their
    views
    in
    writing.
