The petitioner seeks
a variance to permit the connection of one
new home
to
a sewer serving the overloaded Waukegan sewage treat-
ment plant.
The sworn allegations, which
are not contradicted,
show
that this
is
a hardship case involving
a federal housing program to
assist persons of limite~Imeans
to obtain decent housing.
The
petitioner and her family have been ordered
to leave their present
quarters,
and
they made arrangements
for federal aid before the sewer
ban was
imposed.
The case
is governed by our decision
in Patricia
Development
Co.
v.
EPA,
# 71—161,
September
16,
1971,
and the
variance
is hereby granted.
