Opinion and Order of the Board
 (by Mr.
 Currie):
Petitioner seeks a variance
 to allow open burning of limited
amounts of material to instruct employers in fire fighting.
 We
have held that such burning,
 subject to certain conditions,
 is just-
ifiable
 (e.g., Deere
 & Co.
 v.
 EPA,
 #

 1970).
We grant the petition subject to the recommendations of the Agency.
Chicago Rawhide Manufacturing Company is hereby granted permission
to conduct two sessions o~open burning for fire fighting purposes
subject to the following conditions:
1)
 One session will be held
 in 1971
 and one in
 1972.
The 1972 session will be held prior to
 a date one
year from the date of this decision.
2)
 Burning shall be done only during the hours of
11:00 a.m.
 to 4:00
 p.m.
3)
 The Agency shall be notified prior to each session
and
 a report shall be filed with
 the Agency following
each session.
 Each report should state the number
of trainees attending,
 the types
 and amounts of com-
bustibles burned,
 the date and time of burning,
 the
total duration of burning and smoke emissions, and
 a
description of weather conditions.
