This letter is in support ofthe testimony provided by Alan Keller on January 29, 2002, to amend

Ill.Adm.Code 304.120 by adding a Paragraph (g) which specifies that compliance with the 5-day

biochemical oxygen demand (BOD5) numerical standards in section 304.120 be determined by analysis of

5-day carbonaceous biochemical oxygen demand (CBOD5). We believe this amendment will be

consistent with the USEPA’s approach to this issue and accurately reflect what has been done in Illinois

since 1986. This clarification is needed and there is ample evidence in the Board’s historic record to

support this amendment.
