OPINION AND ORDER OF THE BOARD (by CA. Manning):
Pursuant to Section
5-15
of the Illinois Administrative Procedure Act (APA)
(5
ILCS
100/5-15)
and Section
140/4 of the Freedom of Information Act (FOIA)
(5
ILCS
140/4), the Board is required to maintain current administrative rules which describe how
the Board is organized, how it operates, and howit providesthe public access to
information.
By today’s action, we hereby repeal the Board’s current rules which were
last adopted and amended in 1984.
In a separate rulemaking, docketed as
R96-15,
we are
adopting new administrative rules which reflect the Board’scurrent organizational
structure, our rulemaking proceedings and the most current innovations of the Board’s
public access and the electronic access via the Board’s Home Page on the World Wide
Web of the Internet.
Our repeal of the Board’s former administrative rules is effective immediately
upon the filing ofthis opinion and order with the Secretary of State and this repealer will
appear in the
illinois Register
along with the Board’s new administrative rules, which
will be found at 2 Ill. Adm. Code 2175.
ORDER
The Board hereby repeals the administrative rules which were originally adopted
on December 21,

as they appear at2 Ill.
Adm. Code 2175.10 through 2175.3X0.
