CONCURRING OPINION
(by Chairman Dumelle):
My reason for granting this variance has
a different
emphasis than the majority Board Opinion.
That Opinion
puts emphasis on reliance first and diminishes
the
threatened
loss of Federal
funds.
I would reverse that ranking.
A threatened denial
of
funds
is
a
real menace to the entire project.
Many federally—
funded projects take three years or more
to
develop a firm
grant offer.
In these days of tight budgets, a delay in
executing
a
granl
offer could well mean the death of the
project.
