Dear Ms. Gunn:
The Illinois Pollution Control Board should adopt strong rules and
regulatory procedures to prevent degradation of Illinois’ rivers, lakes and
streams. New or increased pollution should not be allowed. This should be the
absolute minimum position adopted by the Board.
Beyond that it should be the Board’s policy to reduce existing levels of
pollution. Perhaps the word “control” in the Board’s name sends the wrong
message because it suggests the status quo is acceptable. The reality ofthe states
quo is that the quality of the water in the majority of Illinois’ waterways is
seriously impaired. This is not acceptable. As we enter the 2l~~century it should
he the Board’s mission to reduce pollution by not only adopting strong rules, but
also by taking a leadership roll to develop cost effective ways to reduce
pollution and to reduce the impact ofpollutants already in use. The challenge for
the future is to create a better environment not to maintain the status quo.
