    HEARING OFFICER ORDER:
    The Board accepted this matter for hearing on September 7, 2000.
    The Illinois Environmental Protection Agency (Agency) is proposing amendments to the
    Board’s existing groundwater quality regulations at 35 Ill. Adm. Code 620. In response to the
    growing number of detections of methyl tertiary butyl ether (MTBE) in community groundwater
    supplies and increased health concerns, the Agency is proposing to adopt groundwater quality
    standards for MTBE. In addition, the Agency is proposing certain amendments to 35 Ill. Adm.
    Code 620.505 which are intended to assure Class I Potable Resource Groundwater protection to
    certain existing drinking water supply wells. Persons interested in obtaining a copy of the
    Agency’s proposed language for Docket R01-14 can find it at the Board’s World Wide Web site
    (www.ipcb.state.il.us).
    Two hearings are scheduled. Prefiling of testimony is strongly encouraged but not
    required. For the first hearing, all prefiled testimony must be received by the Board on or before
    4:30 pm on Thursday, February 22, 2001. For the second hearing, all prefiled testimony must be
    received by the Board on or before 4:30 pm on Thursday, March 29, 2001. The “mailbox rule”
    as set forth in 35 Ill. Adm. Code 101.300(b)(2) does not apply to either of these filings.

    testimony must be sent simultaneously to all persons on the Service List. Persons may receive a
    copy of the Service List by contacting the hearing officer or the Clerk’s Office.
    The hearings which are scheduled to commence on March 1, 2001, and April 5, 2001,
    may be continued to the following day on the record at the end of the hearing day if necessary.
    Interested persons should not plan on presenting testimony on March 2, 2001, or on April 6, 2001
    unless specifically authorized to do so by the hearing officer on or before March 1 or April 5,
    respectively.
    The Board will reserve time at the second hearing on April 5, 2001, for testimony
    regarding economic impact considerations.
    The Board has scheduled concurrent hearings in two other matters that may be of
    interest to persons on the R01-14 notice list. In Docket R01-26, Amendments to Regulation of
    Petroleum Leaking Underground Storage Tanks: 35 Ill. Adm. Code 732, the Agency is
    proposing to clarify and refine certain provisions in the Underground Storage Tank (UST)
    Program. Included in the proposed amendments is the addition of MTBE as an indicator
    contaminant in gasoline. Persons interested in Docket R01-14 should contact Hearing Officer

    In Docket R01-27, Site Remediation Program Amendments: 35 Ill. Adm. Code 740,
    the Agency is proposing to update and clarify the existing Site Remediation Program and add
    MTBE to the Volatile Organics Analytical Parameters list in the Appendix. Persons interested
