Control) does not exist as a state regulation.

The

substance of

the rule does, however, exist as part of the SIP under §110 of the

Clean Air Act.

The relief Petitioner

seeks can be sought via an

operating permit application to the Agency.

Such permit,

if ac-

ceptable as a SIP revision, will insulate Petitioner from enforcement

actions pursuant to the SIP.
