    ORDER OF THE BOARD (by C.A. Manning):
     
    On August 17, 2001, the People of the State of Illinois filed a seven-count complaint
    against J & F Hauling, Inc. (Hauling). The complaint alleges Hauling caused or allowed open
    dumping, litter, open dumping of used and waste tires, conducted a waste disposal operation
    without a permit and at an improper site, and failed to make a special waste determination and
    hazardous waste determination. These activities occurred at 7752 West 47th Street, McCook,
    Cook County, Illinois. These activities were in alleged violation of Sections 21(a), 21(d)(1),
    21(d)(2), 21(e), 21(p)(1), and 55(a) of the Environmental Protection Act (Act) (415 ILCS
    5/21(a), 21(d)(1), 21(d)(2), 21(e), 21(p)(1), 55(a) (2000)) and 35 Ill. Adm. Code 722.111,
    808.121 and 812.101. The Board accepts this matter for hearing.
     
    The Board directs that this matter proceed to hearing as expeditiously as practicable. The
    assigned hearing officer must set the matter for hearing in accordance with the requirements of
    the Act and the Board’s procedural rules. It is the responsibility of the hearing officer to guide
    the parties toward prompt resolution or adjudication of this matter, through whatever status calls
    and hearing officer orders he determines are necessary and appropriate.
