    ORDER OF THE BOARD (by S.T. Lawton, Jr.):
     
    On July 25, 2001, complainant, Rebecca Lawrence, filed a complaint with the Board.
    Lawrence alleged in her complaint that Northpoint Grade School (Northpoint) operates a large
    air conditioning unit in a manner that causes noise pollution, in violation of Sections 23, 24 and
    33(c) of the Environmental Protection Act (415 ILCS 5/23, 24, 33(c) (2000)), and Section
    900.102 of the Board regulations (35 Ill. Adm. Code 900.102). On August 2, 2001, Northpoint
    filed a request to extend the deadline to respond to the complaint by 30 days until September 7,
    2001. The Board grants the request by Northpoint to extend the deadline until September 7,
    2001, to respond to the complaint in this matter.
     
    The Board notes that Kyle McQuaid, who filed the request on behalf of Northpoint, does
    not appear to be an attorney. The Board’s procedural rules incorporate the requirement under
    Section 1 of the Illinois Attorney Act (705 ILCS 205/1 (2000)) and Section 1 of the Corporation
    Practice of Law Prohibition Act (705 ILCS 220/1 (2000)), that anyone other than an individual
    “must appear through an attorney-at-law licensed and registered to practice law.” 35 Ill. Adm.
    Code 101.400(a)(2). The letter filed by McQuaid on behalf of the respondent does not identify
    him as an attorney. The letter only identifies McQuaid as a CPA. McQuaid cannot represent
    Northpoint in this capacity. See 35 Ill. Adm. Code 101.400(a)(2). The Board directs Northpoint
    to retain an attorney prior to filing its response to the complaint in this matter.
