    ORDER OF THE BOARD (by C.A. Manning):
     
    On June 12, 2001, the People of the State of Illinois filed a three-count complaint against ESG
    Watts, Inc. (ESG Watts). The complaint alleges ESG caused or allowed closure violations, odor
    violations, and runoff violations at its facility located in Rock Island, Illinois. These activities were in
    alleged violation of Sections 9(a), 12(a), and 21(d) of the Environmental Protection Act (Act) (415
    ILCS 5/9(a), 12(a), 21(d) (2000)). ESG Watts has been previously adjudicated in violation of the Act
    and these presently alleged violations also constitute repeated violations pursuant to Section 42(f) of the
    Act (415 ILCS 5/42(f) (2000)), and the complainant is authorized to seek attorney fees and costs. The
    Board accepts this matter for hearing.
     
    The Board directs that this matter proceed to hearing as expeditiously as practicable. The
    assigned hearing officer must set the matter for hearing in accordance with the requirements of the Act
    and the Board’s procedural rules. It is the responsibility of the hearing officer to guide the parties
    toward prompt resolution or adjudication of this matter, through whatever status calls and hearing officer
    orders he determines are necessary and appropriate.
