1 HEARING OFFICER KNITTLE: Good afternoon. My
    2 name is John
Knittle. I've been appointed by the
3 Illinois Pollution Control Board as the hearing
4 officer in this proceeding, which is entitled
5 In the Matter of Petition of W.R. Grace &
6 Company-Connecticut, and the Illinois Environmental
    7 Protection Agency for Site-Specific Regulation --
8 excuse me, for Site-Specific Air Regulation,
    9 35 Illinois Administrative Code 218.940(h).
10 Sitting next to me is Mr. Joe
    Yi who is
11 the presiding board member for this rulemaking, and
12 also present is Mr. Jack
    Burds, the board's hearing
    13 officer.
14 This is the first hearing of this
15 proceeding which was filed on 11/20/97 as a joint
16 proposal by W.R. Grace and the agency. We are
17 conducting this hearing in an expedited fashion
18 pursuant to an order of the board, R-9816, dated
19 December 18, 1997, and we are here today in the
20 James R. Thompson Center, Room No. 9-031, in order
    21 to conduct this hearing.
22 Unfortunately, due to some severe weather
    23 conditions in the
    Chicagoland area, counsel for the
24 proponents, W.R. Grace and the Illinois

1 Environmental Protection Agency, were not able to
    2 make it to the
Chicagoland area today to attend this
    3 hearing.
4 I have been contacted by both W.R. Grace
5 and the Illinois Environmental Protection Agency,
6 and we agree -- have agreed on a date in the future
7 to have the hearing continued to.
8 To that end, I'm going to continue this
9 hearing on the record until January 21, 1998, at
    10 1:00 p.m. pursuant to Section 102.162(c) of the
11 board's rules. It should be noted that notice
12 pursuant to 102.162(c) isn't necessary and that
13 notice complying with Section 102.161(a) and (b) is
14 not necessary for this action.
15 So this hearing is hereby continued.
    16 (Mr.
    Burds and Hearing Officer
    17
    Knittle had an off-the-record
    18 discussion.)
    19 HEARING OFFICER KNITTLE: Mr.
    Burds raises an
20 interesting point. It should be noted that no
21 members of the public have attended this meeting --
22 excuse me, this hearing, and that today's date is
    23 January 8, 1998, at 1 o'clock.
24 So, anyway, this hearing is hereby
