    1 HEARING OFFICER KNITTLE: Hello. My name is John
    2 Knittle. I'm a hearing officer with the Illinois
    3 Pollution Control Board, the assigned hearing officer in
    4 two cases, PCB200073 and PCB98-164, both of which are
    5 City of Rock Island versus the IEPA. One is a permit
    6 appeal, that's 2000-73; and one is a variance, that's
    7 98164.
    8 It is 9:30 a.m. on March 23rd, and both of
    9 these hearings were noticed up for two days starting
    10 March 22nd at 9:30; and they were scheduled to run
    11 consecutively.
    12 Due to the unusual circumstances of noticing
    13 up two hearings to run consecutively, even though the
    14 hearings ended late last night, we decided to appear
    15 today to make sure that there were no members of the
    16 public wanting to provide public comment on either one
    17 of these hearings.
    18 At this point in time, no members of the
    19 public are present. In fact, nobody is present except
    20 myself and the court reporter, Gale Everhart. And we
    21 are going to hold this up for a little bit.
    22 We are going to take a recess and stay here
    23 for about an hour; and then, if no members of the public
    24 show up wanting to provide comment, we will close the
