Outstanding Resource Waters
An Outstanding Resource Water (ORW) is a water body or water body segment that is of
uniquely high biological or recreational quality and shall be designated by the Board pursuant to
35 Ill. Adm. Code 106, Subpart L.
a)
 
Outstanding Resource Waters (“ORW”) shall be listed in Section 303.206 of this
Part. In addition to all other applicable use designations and water quality
standards contained in this Subtitle, an ORW is subject to the antidegradation
provision of Section 302.105(b).

Stream segments that have a 7Q10 low flow of zero will generally not be
considered a candidate for this designation.
c)
 
A petition to designate a water or water segment as an ORW must be submitted to
the Illinois Pollution Control Board pursuant to the procedural rules found in 35 Ill. Adm.
Code 106, Subpart L.
