Availability of Landfill
Regulations Information
Diskette
The Board regulations for the design and operation of nonhazardous waste landfills were filed and effective on
September 18, 1990. Based on the interest shown by participants at the IEPA held workshops on December 6, 1990
and December 12, 1990 and calls received to date regarding these regulations, several documents have been compiled
in a set of diskettes. The compilation includes the Board's Opinions and Orders in the R88-7 and the predecessor R84-
17D dockets (approximately 850 pages) and the supporting background document and detailed responses to
comments of the Scientific/ Technical Section (approximately 775 pages). In addition, the compilation contains
executive summaries and an overview of the Board's functions and operations. The diskettes totalling over 1600 pages
have been put together using Wordperfect 5.0 word processing software. The diskettes, available in either 5.25" or 3.5"
size, can be purchased from the Illinois Pollution Control Board for $100 per set. Please use the form below to speed
your request. Diskettes will be sent by First Class mail.

IAWPCO CONFERENCE
The Illinois Association of Water Pollution Control
Operators will hold its 56th Annual Conference April 22-25,
1991 at the Holiday Inn Convention Center, Springfield,
Illinois. The 3 1/2-day conference includes a 2 1/2-day
technical program with emphasis on wastewater treatment
plant operation and maintenance, a first day "Small
Wastewater Treatment Plant" workshop, an equipment
exhibition, a spouse's program and IAWPCO plant awards.

BOARD AND STAFF ACTIVITIES
On January 31 Chairman John Marlin was a panelist
at the John Marshall Law School Environmental Law Forum on
the Clean Air Act. Panelists discussed the impact of that act
on business in the Chicago Metropolitan Area. Board Member
Bill Forcade, Scientific/Technical Chief Harish Rao, and Board
Assistants Kathleen Crowley, Elizabeth Harvey, and Margaret
Fliss attended as guests of the school. Board Assistant Karen
Rosenwinkle attended as a member of the faculty.

IEPA v. Moline Corp. - The Board accepted the Stipulation and Settlement Agreement executed by the parties in
which respondent neither admitted nor denied the alleged violations, agreed to pay $10,000 into the Illinois
Environmental Protection Trust Fund, agreed to cease and desist from further violations, and agreed to complete a
"Scope of Work" (attachment A to the Settlement Agreement) concerning its Kane County facility. Board Members
J.D. Dumelle and J. Theodore Meyer dissented.
PCB 89-61
Thomas S. Fredette v. Village of Beecher - The Board found respondent violated certain sections of the Act and
Board water pollution regulations, imposed a penalty of $10,400 payable to the State of Illinois and ordered
respondent to cease and desist from further violations concerning its Will County facility. Board Members J.D.
Dumelle, B. Forcade and J. Theodore Meyer concurred.
PCB 89-170
Centralia Environmental Services, Inc. v. IEPA - The Board granted respondent's motion for reconsideration and
modification of the Board's October 25, 1990 opinion to reflect the public's attendance and participation in hearings
and denied its motion in all other respects as failing to raise matters not previously considered concerning petitioner's
Marion County facility. Board Member J.D. Dumelle concurred.

The Village of Sauget v. IEPA - The Board accepted the Agency Recommendation and granted petitioner variance
extension, with conditions, from the Board's water pollution regulations relating to color of effluent discharged from its
St. Clair County facility.

Village of Seneca v. IEPA - The Board accepted the Agency Recommendation and granted petitioner variance, with
conditions, from the Board's public water supplies regulations concerning Standards for Issuance and Restricted
Status relating to the combined radium-226 and radium-228 standard in drinking water for its LaSalle County facility.
Board Member J.D.Dumelle and B. Forcade dissented.
