    (Variance - Public Water Supply)
    ORDER OF THE BOARD (by J. Theodore Meyer):
    This matter concerns a July 16, 1996 petition for variance filed by Village of Rockdale
    (Rockdale), requesting variance from the requirements of “Standards for Issuance” and
    “Restricted Status” as they relate to the maximum contaminant level for combined radium and
    gross alpha particle activity in its drinking water supply. (35 Ill. Adm. Code 602.105(a),
    602.106(b)(1994).) Rockdale requests a variance to allow for the construction of water main
    extensions to serve new users of its water supply. The Illinois Environmental Protection
    Agency (Agency) filed its recommendation on August 12, 1996. The Agency recommended
    that a variance be granted for five years, subject to certain conditions. The Board’s decision
    due date in this matter is November 13, 1996; the Board meeting preceding that date is
    November 7, 1996.
    On September 9, 1996 Rockdale filed a motion for expedited decision, stating that the
    village and new industry will suffer financial hardship if a decision is not made sooner than
    November 7, 1996 because various commercial development projects may be delayed in
    opening or being occupied. Therefore, Rockdale requests that its petition for variance be
    considered as soon as practicable.
    The Board grants the motion for expedited decision. A decision will be reached in this
    matter as Board resources allow, consistent with the Board’s need to fully consider the record
    and prepare a written opinion.
