    ORDER OF THE BOARD (by J. Yi):
    On August 19, 1996 the Illinois Power Company (IPC) filed two separate permit
    appeals and a motion to consolidate those appeals. Both permit appeals concern IPC’s
    “Request to Revise Air Permit” submitted to the Illinois Environmental Protection Agency
    (Agency) on June 24, 1996 and are brought pursuant to Section 40 of the Environmental
    Protection Act (Act). (415 ILCS 5/40.) On September 5, 1996 the Board consolidated these
    matters.
    On September 20, 1996 the Agency filed a motion to waive requirements, motion to
    file instanter the Agency’s record and the record. The Agency requests waiver from the
    requirements set forth in 35 Ill. Adm. Code 103.123(b) and 105.102(a)(4) and (6) which
    require ten copies and original of the record be filed with the Clerk. The Agency requests that
    they be allowed to file the original and three copies due to the length of the records. The
    Agency’s motions are granted.
