    ORDER OF THE BOARD (by C.A. Manning):
    On December 5, 1996 the Illinois Environmental Protection Agency (Agency) filed a
    motion to withdraw this administrative citation. The Agency asserts that it was unable to
    complete service upon respondents within 60 days of the date of the observed violation as
    required by Section 31.1(b) of the Environmental Protection Act. This motion is granted.
    This matter is hereby dismissed and the docket is closed.
