    ORDER OF THE BOARD (by J. Yi):
    On July 29, 1994, Mary Lou Powell filed a complaint against
    the respondent, Mr. M. Ceisel d/b/a Laser Express Auto Bath (Auto
    Bath). The complaint alleges that respondent violated 415 ILCS
    5/23 and 5/24 of the Environmental Protection Act (Act) and 35
    Ill. Adm. Code 900.102 in his operation of an automatic car wash
    facility.
    On September 1, 1994, the Board found the complaint neither
    frivolous nor duplicitous and this matter was accepted for
    hearing.
    On November 13, 1995, Mary Lou Powell filed a motion for
    withdrawal of her complaint as a result of Auto Bath's decision
    to close the facility.
    The Board grants the motion for withdrawal of petition.
