    ORDER OF THE BOARD
    (by J. Anderson):
    On August 26,
    1991, the Board issued an Opinion and Order in
    this matter.
    At that time, the Board dismissed the proceeding and
    closed the
    docket effective October
    15,
    1991.
    The
    Board
    also
    requested the Illinois Environmental Protection Agency (“Agency”),
    the Illinois Department of Energy and Natural Resources
    (“DENR”),
    and the United States Environmental Protection Agency (“USEPA”) to
    file, while the record was still open, any data, or analyses it had
    prepared, that would respond to the Board’s proposed census form.
    By this Order today,
    the Board
    is reopening this matter in
    order to formally take notice of the Agency’s and DENR’s responses,
    which were filed on October 15, 1991.
    In all other respects, this
    Order affirms our August 26, 1991 Opinion and Order dismissing this
    proceeding and closing this docket, now effective October 24, 1991.
