filed a Motion to Intervene in this proceeding,

a Motion to Reduce Time to Object to the Motion to Intervene,

and

a Motion

to Modify Prior Board Orders in this proceeding.

The

Motion to Intervene is hereby denied.

Consequently the second

motion need not be decided.

In the third motion Orland Trails

asked for either a modification of the prior Orders or a Variance

from them.

This motion shall be treated as

a Petition for Variance

and shall be designated

as a separate proceeding.
