    By its Order
    of March
    5,
    1987,
    the Board
    extended
    to June
    8,
    1987 the deadline by which the Village of Tilton
    (Tilton) was
    to
    file
    a Second Amended Petition.
    The Board’s Order
    of January
    8,
    1987 had previously given Tilton until February 23 to file the
    Second Amended Petition.
    The Board
    notes
    that Tilton’s original
    petition, which was substantially deficient, was filed
    on June
    11, 1986.
    Tilton has not yet filed a Second Amended Petition
    with the Board.
    From these circumstances,
    it
    is apparent that
    Tilton
    is not prepared
    to proceed with this matter.
    It is also
    inefficient
    for
    the Board to hold open an inactive docket for
    an
    indefinite period of time.
    As
    a result, the Board hereby
    dismisses this proceeding without prejudice.
    When Tilton
    is
    prepared to proceed with
    a rulemaking,
    it may file
    a new proposal
    under
    a new docket.
