    On December 7,
    1994, the Board received a status report from
    petitioner.
    The status report indicates that progress is being
    made toward a settlement.
    The petitioner also asks that a
    hearing date not be set until all settlement opportunities are
    exhausted.
    Therefore, the Board directs the parties to file a
    status report with the Board to be received by the Board no later
    than February 28,
    1995.
