    Act,
    provides
    that:
    “The Department
    of Energy and Natural Resources
    shall.
    complete
    a
    study of the benefits and feasibility
    of
    establishing
    a
    system
    of
    classifying and
    regulating
    special wastes according
    to
    their degree of hazard.
    Such study shall
    include, at a minimum,
    an assessment
    o(
    the degree of hazard of
    the special waste streams
    produced
    in
    the State,
    alternative systems
    fur
    classifying
    these wastes according to their degree
    of
    hazard and an evaluation of the benefits of assessing
    hazardous waste
    fees and developing storage, treatment
    and disposal standards based
    on such classes of
    wastes.
    The
    Department shall report
    to the Governor,
    the General Assembly and the Pollution Control Boarl
    with the results of such study
    no
    later than July
    1,
    1985.
    ô.
    Following
    the completion
    of the degree
    of hazard study,
    the pollution Control Board shall conduct public
    hearings on
    the results and recommendations
    as provided
    in Title VII of
    this Act,
    Upon conclusion of such
    hearings,
    the Board
    shall publish
    its findings and
    conclusions on the areas covered by the study ana
    the
    testimony received.”
    On November
    21, 1985,
    the Board
    received DENR’s “Special
    t~asteCategorization Study”
    submitted
    in partial fulfillment
    of
    i.~s Section 22.9(a)
    legislative mandate.
    This docket
    is hereby
    opened
    for
    the purposes of fulfilling
    the Board’s mandate under
    Sc?ction 22.9(b).
    Public hearings will
    be scheduled as
    expenitiously as is practicable.
    The
    Board notes that this study may
    be relevant
    to
    regulatory proceedings
    in progress,
    including
    the R84—17
    rulemaking commonly known as
    the
    “Chapter
    7
    &
    9 Update”,
    and
    the
    R84—43 “Non—hazardous Special ~aste” proceeding initiated
    pursuant
    to Section 22.01
    (P.A.
    83—1461).
    The Board may,
    in
    the
    tuture,
    consider consolidation of
    related records, but believes
    Ljat
    to
    do
    so
    in advance
    of the hearings concerning
    this study
    would
    be
    premature,
