    On February 21,
    1986,
    the Illinois Environmental Protection
    Agency filed
    a status report indicating
    the parties have reached
    general agreement regarding
    settlement and anticipating filing
    a
    Stipulation and Proposal
    for Settlement on or
    about March 25,
    1986.
    No such settlement was filed.
    The Board orders that the parties file an additional
    status
    report not later
    than June
    28, 1986, discussing any anticipated
    filing
    of
    a settlement agreement.
    If no settlement agreement
    is filed by the end of August,
    1986,
    it
    is the Board’s intention
    to set this matter
    for hearing
    in September,
    1986,
    to advise
    the Board of
    the present
    circumstances,
    including:
    (1)
    the legal
    and economic status
    of
    the respondent;
    (2)
    the current scope and status of any Illinois
    Commerce Commission proceeding;
    (3) present physical status of
    the
    treatment plant;
    and
    (4)
    quality of the effluent.
