of the petition discusses some compliance
activities,
the petition does not contain
a compliance plan
which contains
a compliance timetable indicating
increments
of progress.
Additionally,
results
of the cost study
completed
August
1,
1987 and mentioned
in paragraph
8 have
not been submitted.
3)
Where documents
other
than Board Orders are incorporated by
reference they must
be furnished
to the Board.
This petition
fails
to do so.
If an amended petition curing these deficiencies
is not
submitted within
45 days of
the date of this Order,
this petition
will be subject
to dismissal.
