    is deficient
    in the
    following respects:
    1)
    The petition does not specify
    the term for which variance
    is
    sought;
    in this context,
    the Board
    also notes
    that,
    as
    it
    held
    in
    its Order
    of June
    25, there
    is no variance
    in effect
    from which extension may be
    sought.
    2)
    While paragraph
    8
    of the petition discusses some compliance
    activities,
    the petition does not contain
    a compliance plan
    which contains
    a compliance timetable indicating
    increments
    of progress.
    Additionally,
    results
    of the cost study
    completed
    August
    1,
    1987 and mentioned
    in paragraph
    8 have
    not been submitted.
    3)
    Where documents
    other
    than Board Orders are incorporated by
    reference they must
    be furnished
    to the Board.
    This petition
    fails
    to do so.
    If an amended petition curing these deficiencies
    is not
    submitted within
    45 days of
    the date of this Order,
    this petition
    will be subject
    to dismissal.
