    Freeman Coal Mining Corporation has filed Petition for
    Review with the Clerk of the Illinois Appellate Court for the
    Fifth District and now moves
    for a stay of paragraph
    1 of
    our Order of September
    6,
    1973.
    That paragraph of our Order
    assesses the monetary penalty and orders Freeman Coal Company
    to make payment to
    the Fiscal Services Division of
    the Illinois
    EPA.
    It has been our custom to routinely stay the payment of
    monetary penalties while our decisions are pending on review,
    and we will enter such an order
    in this case.
    It is ordered that paragraph
    1 of our September
    6,
    1973
    Order be stayed until the Appellate Court for the Fifth
    District has rendered its decision on review.
