    in this matter.
    The
    relief prayed in a pleading styled “Third Party Complaint,”
    filed October
    20, 1975,
    by Respondent Harrisburg Coal Company
    is not within the competence of this Board to grant.
    That
    pleading fails to allege violation by the parties styled
    “Third Party Respondents”
    of any Statute or Regulation over
    which this Board has jurisdiction.
    IT IS SO ORDERED.
