    ORDER OF THE BOARD

    The above captioned proposal for rulemaking was filed with
    the Clerk of the Board September 16, 1981 by the Illinois State
    Chamber of Cornmerce (ISCC).
    The Board notes that this proposal
    addresses the subject matter recently docketed as R81—20,
    Interim
    Bubble Rules,
    Chapter 2:
    Air Pollution.
    As stated in the Board
    Order of July 23,
    1981, the Board proposal initiating R31-20
    anticipated that alternative proposals such as this would be
    ffiled.
    Therefore,
    the Board
    finds that it
    is appropriate to
    waive the 200 signature requirement for this proposal.
    To avoid
    duplication and unnecessary delay, the Board orders that this
    proposal be consolidated for joint consideration with the Board
    proposal in the proceeding docketed as R81—20.
    The merits of
    both proposals will be given full consideration by the Board.
    The ISCC’s proposal will be labeled Exhibit #2 for purposes
    of the record.
    The proposal docketed on July 23, 1981 will
    be
    labeled Exhibit
    #1.
