    On August
    15, 1980 the Environmental Protection Agency
    (Agency)
    filed a motion to consolidate with PCB 80-145 this
    petition for a variance from Rule 405 of Chapter
    3:
    Water
    Pollution filed August
    8,
    1980 by the City of Herrin.
    On August
    18, 1980 Herrin filed a response in support of the Agency’s motion
    but the Agency withdrew the motion in a letter received September
    3,
    1980.
    Rule 405 sets a fecal coliform effluent standard of 400 per
    100 ml.
    The petition requests
    a variance from Rule 405 in order
    to obtain modification of municipal sewage discharge NPDES permit
    No. IL 0029165, which requires monitoring of fecal coliform by
    biological count.
    Herrin prefers to monitor by measuring residual
    chlorine levels following disinfection.
    Rule 405 neither requires
    monitoring by bacteria count nor prohibits monitoring by chlorine
    residual.
    Rule 910(f) establishes the Agency’s authority to require
    monitoring.
    Since the details are discretionary with the Agency,
    Herrin should first apply to the Agency for permit modification.
    Refusal to modify may be appealed pursuant to Part V of the Pro-
    cedural Rules.
    The petition is dismissed.
